"Always on top" not working (X-plane / Air Manager)

Hi

I've set up a display with a cutout for a GTN 750, and overlaid it on top of my main X-plane window, running full screen.

That works well, and the transparency is fine. I can click on the non-transparent parts of the panel, with correct behaviour.

If I click on the transparent part of the panel however, the click goes through as expected, but X-plane is then in the foreground and I have to go air manager to bring my panel back to the front. Always on top is selected in the panel description.

What's annoying is when I first tried this, it worked fine.

Anyone any thoughts?
