Panels and Instruments features sync

Hello Corjan

you've already build a very simple way to re organize the instruments inside a panel by using CTRL + KEY (DOWN/UP)
could it be added also to the panels so we can move them with the same shortcuts ?
we can already move them with the popup saying "Move up/down", but the shortcut is a nice and faster way
