AM4 the code execution cannot proceed because vcruntime140.dll was not found

Hi, I am attempting to upgrade from v3.7 to 4 but when i try to launch A.M. I get the error "Bootloader.exe - System Error the code execution cannot proceed because vcruntime140.dll was not found"
The file does exist in the Program files/ Air Manager/JRE/BIN folder. where else might it be looking for it? thanks. Nothing is logged to the logfile.
