That is indeed the case. I have a German language Windows, and the setting is called "Größe von Text, Apps und anderen Elementen ... a pretty BAU setting with a lot of people on larger screens. I can't set the scaling to 100%, everything becomes tiny on a large screen like the one I have.

Sounds like not all monitors in Windows are set to 100% scaling. Is that maybe the case?
Air Manager does not change sizing or X and Y's when updating, that's all just 'static' data.

Some GPU manufacturers, like Nvidia, have their own scaling options built into their software. So Windows can indicate the correct size, but then it's not. That whole scaling stuff in Windows has become a huge mess.

It is recommended to add the panel directly to the monitor that it should go on. That way Air Manager will scale it to the correct size. That is if the scaling in Windows is set to 100%. Nvidia also has its scaling options which sometimes causes issues.

I checked everything mentioned and I don’t know what’s wrong. The scaling shows 100% in Windows 10. Here are some photos:

Sounds like you haven't set all monitors to 100% scaling. Whenever I clicked on resize, it shows scaling as 100% and the correct ... panels by Russ and they seem to fill the screen correctly. Thanks. Edit:My Windows 10 display scaling is also 100% for all my monitors.
